Dr.
Edward "Gilly" Evans, UF/IFAS,

A graduate of the University of Florida, has extensive work experience
(over 15 years) in the area of international trade and development. His
work entailed conducting theoretical and empirical analysis of international
trade policy rules and institutions such as, GATT, WTO, NAFTA, LOME. As
a diplomat for the Caribbean Community (CARICOM) Secretariat, Georgetown
Guyana S.A. he played a critical role in a number of important trade negotiations
and research project. He was a member of the team that drafted the original
New Banana Regime for the ACP countries. He has done a considerable amount
of work relating to trade in sugar, rum, oils and fats, and bananas and
has vast experience in Caribbean and Latin American affairs. He has authored
or co-authored several publications including two book chapters.

Dr.
Carlton Davis, FRED, UF/IFAS

Specializes in the areas of international agricultural trade and development,
and Caribbean agro-economic issues. He received his Ph.D. in agricultural
economics from Michigan State University in 1970. Dr. Davis has written
extensively on food policy issues in the U.S. and on agricultural trade
and development issues in the Caribbean. He was a Ford Foundation Fellow
in agricultural economics at the University of the West Indies (UWI),
Trinidad Campus from 1968-69. He spent 1991 through 1992 as a Visiting
Professor in the Department of Agricultural Economics and Extension, University
of the West Indies, Trinidad. He is the Program Manager for the UF/IFAS/FRED
Cooperative Agreement (CA) and Memorandum of Understanding (MOU) with
the University of the West Indies and the Caribbean Agricultural Research
and Development Institute (CARDI). Dr. Davis was awarded the rank of Distinguished
Service Professor by the University of Florida in 1990. In 1996 he received
the Lifetime Achievement Award from the Southern Agricultural Economics
Association.

Thomas H. Spreen, Chair, FRED, UF/IFAS

His research interests include the application of quantitative methods
to price analysis, marketing, policy analysis, and decision-making. His
research as included bioeconomic simulation of beef and dairy cattle production
systems. He has developed a model of the world processed orange market.

Joined the faculty in 1977. He conducts research and extension education
programs in regional economics and community development and teaches community
economics and human resource policy. Dr. Mulkey has served as a member
of the editorial board for the Journal of Agricultural and Applied Economics
and The Review of Regional Studies and is Past President of the Southern
Regional Science Association.

Dr.
Richard Weldon, FRED, UF/IFAS

Specializes in agribusiness management, agribusiness marketing, and agricultural
finance. He received his Ph.D. in agricultural and applied economics from
the University of Minnesota in 1988. Dr. Weldon has carried out an applied
research and educational program in the area of agribusiness finance in
general and risk management in particular. He served as co-editor and
editor of the Journal of Food Distribution Research from 1999-2002. He
is currently president elect of the Food Distribution Research Society.
Dr. Weldon was the first member of the Food and Resource Economics Department
to be awarded a UF/IFAS Teaching Improvement Program Award.

The Ben Hill Griffin Jr. Eminent Scholar and a Professor of Food and
Resource Economics, University of Florida, Gainesville; Research Professor,
University of California, Berkeley; and Adjunct Professor, University
of Saskat chewan, Saskatoon. Born and raised on a farm west of Central
Butte, Saskatchewan, Andrew Schmitz received his B.S.A. and M.Sc. degrees
in Agricultural Economics at the University of Saskatchewan. He also received
M.A. and Ph.D. degrees in Economics in 1966 and 1968, respectively (specializing
in International Economics), at the University of Wisconsin, Madison.
His M.Sc. thesis won the best thesis award in agricultural economics from
the Canadian Agricultural Economics Association; his Doctoral dissertation
won the University of Wisconsin’s Harold Groves Doctoral Dissertation
Award in Economics in 1968. He has won numerous awards, including an Earned
Doctorate of Letters Degree (University of Saskatchewan), and three research
of enduring quality awards from the American Agricultural Economics Association.
His major research interest is International Trade.

Richard Kilmer, FRED, UF/IFAS

Specializes in agricultural marketing. He received his PhD in agricultural
economics from The Ohio State University in 1975. He has written extensively
in agricultural marketing. His focus is on dairy marketing, seasonal commodity
pricing, quality in fresh fruits and vegetables, and import and export
demand analysis. In 2000 he was awarded the University of Florida’s
Institute of Food and Agricultural Sciences Interdisciplinary Research
and Extension Team Award.

Specializes in agricultural labor markets and labor migration, econometrics,
and agricultural policy. He received his Ph.D. in agricultural economics
from Purdue University in 1971. Dr. Emerson has written extensively regarding
agricultural labor markets and labor migration. The Department of Labor
and the Department of Agriculture have provided funding for his projects
addressing labor policy issues in agriculture. Additional projects have
included labor issues in the food processing sector and applied economic
analyses of developing country agriculture.

Specializes in international economics and econometrics. He received
his Ph.D. in agricultural economics from Michigan State University in
1985. Dr. Seale writes extensively on several topics including global
food demand, international income inequality, and import demand systems.
Dr. Seale was recipient of a National Institute of Mental Health Fellowship
at the University of Chicago and was a Traveling Scholar, University of
Michigan, Research Fellow, Cairo University, Egypt, Honorary Visiting
Fellow and Professor, University of Leicester, England, and McKethan-Matherly
Senior Research Fellow, University of Florida. He also received the William
R. Jones Most Valuable Mentor Award.

Retired as the Deputy Commissioner of the Florida Department of Agriculture
& Consumer Services, Tallahassee, Florida, in November, 2003. She
served as a Director for the International Agricultural Trade and Policy
Center until that time. She became a faculty member at the University
of Florida in December, 2003, and works with the Center in a part-time
faculty role. Dr. Roberts received her B.S. in Biology (Summa cum laud)
from North Georgia College. She earned her M.S. and Ph.D. from the University
of Georgia in Microbiology. She completed Public Health Postdoctoral training
from the University of Georgia. Dr. Roberts served as President of the
Association of Food and Drug Officials and the Conference for Food Protection.
Specializations: Invasive Pests, Sanitary and Phytosanitary issues, Food
Safety and International Partnerships.

Stephen
J. Powell, Esq., FRED UF/IFAS, Levin College of Law

Mr. Powell has more than 25 years of experience in drafting and implementing
U.S. trade and environmental laws and in litigating those laws and their
international counterparts before federal courts and North American Free
Trade Agreement (NAFTA) and World Trade Organization dispute settlement
panels. He negotiated a number of treaties and executive agreements to
discipline government subsidization and unfair private pricing practices
- including the NAFTA alliance with Canada and Mexico. Mr. Powell also
served as the lead U.S. negotiator in Free Trade Area of the Americas
talks on subsidies and dumping, and has traveled extensively in furtherance
of U.S. interests in the elimination of unfair trading practices and the
opening of foreign markets. He is an expert on the trade laws of the principal
U.S. market overseas and is an active member of the American Bar Association's
International Law Section.

Dan received his BS from Delaware Valley College ( Dolyestown , PA ) and both his MS and PhD from Purdue University . Prior to coming to UF/IFAS in 1974 as an Assistant Professor in the Vegetable Crops Dept., he worked at the Horticulture Research Institute of Ontario at the Horticultural Experiment Station in Simcoe , Ontario , Canada from 1970 to 1974, and was a post-doc at Cornell University, 1969-70. Dan became chair of the Vegetable Crops Dept. in 1984, then Chair of the combined Horticultural Sciences Dept. in 1992. He has been the advising chair for 45 master's and PhD students and has been a member of an additional 25. Dan has had nearly 30 visiting faculty and post-docs work in his lab at UF. With nearly 700 manuscripts to his CV, Dan has been an advisor for industry, the scientific community, and other research universities worldwide. He currently is a member of 12 professional organizations, has received more than 40 awards and honors, reviews manuscripts for 18 scientific journals and has held leadership offices in regional, national, and international horticultural societies. Currently, Dan is the Chair of the Vegetable Section for the International Society of Horticultural Sciences where the next annual meeting is schedule for 2006 in Korea .

As the association's chief executive officer and secretary/treasurer,
Mr. Stuart oversees a staff of approximately 60 professional and support
personnel employed by the association and its three subsidiaries. FFVA
Agriculture Insurance Management, Florida East Coast Travel Services,
and Third Party Registrations, Inc. He has worked in the produce industry
throughout his career. department merchandiser for a large Southern California
supermarket chain, and for the past 22 years as an association executive
representing growers and shippers in Florida, California, and Arizona.
Mr. Stuart currently serves as a member of the Agricultural Policy Advisory
Committee (APAC) for Trade, a private sector advisory group to both the
Secretary of Agriculture and the United States Trade Representative. He
formerly was a member of the Agricultural Technical Advisory Committee
(ATAC) for Trade in Fruits and Vegetables, and served as Chairman of the
committee during the negotiation of both the Uruguay Round and the North
American Free Trade Agreement. As Chairman of the ATAC, he led industry
delegations to the European Union, Mexico, and Chile. He also previously
served on the U.S./Canada Bilateral Industry Working Group, the Cal?Ag
Committee on International Trade (Vice President), the U.S. Agricultural
Export Development Council (Board of Directors), the United Fresh Fruit
& Vegetable Association International Trade Committee, and the Produce
Marketing Association International Advisory Committee.
